SOCAR, the State Oil Company of the Azerbaijan Republic, is involved in the exploration, production, processing, and transportation of oil and gas, marketing petroleum and petrochemical products in domestic and international markets such as Georgia, Turkey, Romania, Switzerland, Germany, and Ukraine.

The challenge

Mess.rs Tecnicas Reunidas sought a partner for an integrated wastewater treatment plant for SOCAR’s Heydar Aliyev Oil Refinery Modernization and Reconstruction Project in Baku, Republic of Azerbaijan.
This project had an extremely tight schedule to comply with the fast-track philosophy of the overall HAOR project.

The project

Our team was responsible for the process from A to Z, including the detailed design of all equipment, procurement, shop fabrication, testing, erection supervision, commissioning, start-up, and training of the client’s personnel.

The plant treats all liquid effluents within the refining complex, including all chemical, process and blowdown waters, oily condensate, storm-water run-off, sanitary water, and all extracted air from the plant.

The treated water will meet the most stringent Azeri and European standards enabling the possibility of water recovery.

The supplied solution

The supplied wastewater treatment plant has an overall capacity of 18,000 m3/day with a footprint of approximately 30,000 sq.m, equivalent to about five soccer fields.

The plant incorporates an inlet lifting station with a coarse filtration, an equalization section, a deoiling unit based upon API separators and dissolved gas flotation, a water-cooling system, an extended aeration biological section, a tertiary treatment, and an integrated sludge dehydration unit.
